First of all, create a generatrix in blender by extruding
the vertices.

Image 1 : The hat, drawn as wireframe in front view.
By using the Mesh tool tool, spin the selected vertices in the generatrix.

Image 2 : Spin the mesh in top view.
Adding an eyeshade to the hat by extruding the edges downward.

Image 3 : Hat with eyeshade.
Next, use the subsurf tool to smooth the hat.
